Obtain the appropriate CTPL Certificate of Cover from an authorized insurance provider. The insurance information must be electronically transmitted as required by LTO.

Standard requirement
03

Keep the sales invoice and applicable ownership documents available for verification. Additional proof may be needed depending on the vehicle’s origin, ownership arrangement or category.

Always confirm your transaction-specific checklist with the LTO or your authorized dealer. For official information, visit the LTMS Portal .
INITIAL MOTOR VEHICLE REGISTRATION

How to Register a Motor Vehicle in the Philippines

Follow these steps to understand the first-time registration process for a brand-new vehicle. Accredited dealers generally handle the online sales reporting and initial registration submission through authorized LTO systems.

  1. Prepare the Vehicle Documents

Confirm that the sales invoice, Certificate of Stock Report, appropriate CTPL insurance, PNP-HPG clearance and any category-specific documents are available.

  2. Coordinate With the Accredited Dealer

Provide accurate buyer information. Confirm that the dealer is processing the vehicle’s initial registration and check the registration details before submission.

  3. Submit Sales Reporting Details

The authorized dealer uses the MAIRDOE system to enter sales, vehicle, CSR and buyer details, then initiates the initial registration transaction.

  4. Upload and Verify Requirements

The dealer submits the applicable documents and insurance information. LTO reviews the registration application and verifies the supporting vehicle records.

  5. Complete Registration Payment

Pay the applicable registration charges through authorized channels. The amount depends on vehicle classification, Motor Vehicle User’s Charge, plate cost and other applicable fees.

  6. Receive Registration Documents

After approval, obtain the Official Receipt (OR), Certificate of Registration (CR) and the assigned plate or other required registration items through the authorized release process.

Important: This is a general guide for initial registration of brand-new vehicles. The dealer’s MAIRDOE account is not the same as a vehicle owner’s personal LTMS account. Imported, previously registered, transferred, modified or special-purpose vehicles may follow different procedures.

VEHICLE SERVICES — FAQS

Motor Vehicle Registration & Renewal FAQs

Find answers to common questions about initial vehicle registration, annual renewal, LTMS transactions, insurance, inspection, registration fees, and vehicle record inquiries.

1. Can I register a new vehicle through LTMS?

Brand-new vehicle registration is generally handled by an accredited dealer through authorized LTO dealer systems. A personal LTMS account does not replace the dealer’s initial-registration process.

2. What documents are needed for initial vehicle registration?

Requirements may include a Certificate of Stock Report, CTPL insurance, applicable PNP-HPG clearance, sales or ownership records, and category-specific documents. The checklist varies by vehicle and transaction.

3. Can I renew my vehicle registration online?

Eligible vehicle owners may complete supported renewal transactions through LTMS. Insurance and inspection records must meet LTO requirements. Some cases still require an office visit.

4. Is CTPL insurance mandatory for vehicle renewal?

Yes. Valid Compulsory Third Party Liability insurance is a standard registration requirement. The insurance record must be recognized through the applicable LTO verification process.

5. Do I need an inspection before renewing my vehicle?

The required vehicle inspection must be completed through an authorized process. Depending on the inspection route and vehicle type, emission compliance documentation may also be required.

6. What are OR and CR?

OR means Official Receipt, which records an applicable registration payment. CR means Certificate of Registration, which contains official vehicle registration details.

7. What is the Motor Vehicle User’s Charge (MVUC)?

MVUC is a government charge assessed according to the vehicle’s classification and applicable fee schedule. The amount varies by vehicle type, weight and, in some cases, year model.

8. Is there a penalty for late registration renewal?

Yes. LTO’s published schedule provides a 50% MVUC penalty for certain delinquent registrations. Longer delays may involve additional assessments. Official extensions or exemptions can affect the amount due.

9. How can I check my vehicle registration record?

Check the vehicle details available to your authorized LTMS account and compare them with your OR/CR. For records not available online, contact the responsible LTO office.

10. Why is my vehicle not appearing in LTMS?

The vehicle record may require linking, verification or migration from an older registration system. Contact LTO with the relevant registration documents for assistance.

11. What should I do if my renewal payment is pending?

Review the transaction status, payment reference and registered email. Contact the official payment provider or LTO Client Care if necessary. Do not immediately pay a second time.

12. Can I drive a vehicle with expired registration?

Do not operate a vehicle on public roads without valid registration or specific legal authorization. Expired or unregistered vehicles may be subject to fines and enforcement action under LTO rules.
